Puerto Rico’s hydrology is a fragile balance between Atlantic rainfall, the Caribbean’s storm tracks, and the island’s steep topography. Over recent decades, sea‑level rise, altered wind patterns, and a steepening of the island’s rain shadows have all conspired to lower runoff and shrink aquifers.
Compounding natural shifts, decades of heavy groundwater extraction, inadequate recharge monitoring, and fragmented water‑management governance have amplified the deficit. When weather patterns change, the system is already strained, making recovery slow and uneven.
